abandonment/adoption in Georgia

My son will be 13 in just a few weeks.
His father will officially not have seen him for 6 years come the 1st Feb 2006.
Nor has he paid child support in that amount of time, although child support enforcement says that they have an open file on him (for the last year) but we have yet to see anything come from that (in excess of $40,000).
I will be married for 5 years come Feb 2006, to a man that would love to adopt my son and give him a last name that my boy can proudly *wear* with honor.
The only things that I know about his bio father is that he was arrested in Dec 2002 for statutory rape, served 2 years, and supposedly is now out on parole.
He is a registered sex offender and will be for the rest of his natural life.
This information I found out from the bio father's oldest daughter.
I have no idea where to locate the bio father, nor have any desire to do so.
And I can't afford an attorney.
Isn't there some kind of law in GA about abandonment that can be used to file for adoption rights/termination of parental rights?
How about a law about nonpayment of child support to be used for the same purpose?
Especially since it appears that child support enforcement has been dragging thier feet on the case.
I don't care about the money.
It hasn't been here for 6 years, and I don't see it coming any time soon, so that isn't a factor.
I just want my son to be adopted by the man who has been his daddy for the last six years, legally his step-father for the last 5.
And my son would like to also have the same last name of his daddy, mommy and baby brother.
A good strong name that he can wear with honor, instead of the name of a father who has evidently forgotten about him.
Any help would be greatly appreciated.

Your best bet really would be to consult an attorney. Adoption is really never a DIY project, and in the situation you're in, you'd be wise to deal with someone who is aware of all the ins and outs. This isn't a place to skimp.
