What is the name of your state? IL

Can I adopt my adult niece without the consent of her only living parent (my sister)? I am in Chicago, IL. The mom is in Somerville, MA and the daughter is in college in Maine.

As long as the adult niece is over 18 and consents...sure. Although it will sure cause a war within the family...:(
