adopting niece's baby

My husband and I are considering adopting my niece's 17yrs.old, baby and I have a few questions. I live in CO and she is in AZ, which state do I do the adoption through. Even though it is within the family and uncontested do I have to go through all the checks still, i.e. the background, financal, etc. And what would be my first step in initiating the process.
