What is the name of your state? ohio my husband is wanting to adopt my daughter she is 8 and her father hasnt had nothing to do with her since she was 4 months old ,could we go the adoption way of missing in action,or abandoment. he does not pay child support never has and he is not on her birth certificate but their was blood test done when she was 4 months old
