What is the name of your state? California

How can I get around this, I want my current husband to adopt my 2 children. There biological father has no contact with them and refuses to pay child support (quits jis job every time they catch up with him). I've asked him to sign over his legal right but he refuses, just to be a jerk. Is there a certain time frame in which I can have them adopted without his say in it. I have sole custody, and he never tried to fight that.

It may be possible to involuntarily terminate his parental rights based on abandonment. However, this is not something that you should attempt without an attorney. Its definitely not a do it yourself project. Get a consult with a local attorney.
