Adoption

So we have no legal action to take at all. So before she had the child adopted at the age of one would she have had to inform him? She knew who the father was because she put him in the birth annoucement but he never received any notice what so ever. She also knew he was on a ship out to sea and they don't get any papers but she could have sent a letter. Ohio
