What is the name of your state (only U.S. law)? AZ

If a step-parent legally adopts their step-child, who is no longer a minor therefore does not need consent from the biological parent, does that relinquish all legal, financial liability in the event of the death of the biological parent that the parental rights were removed from?

In this instance, the son would be the only living relative and the biological mother is not currently remarried.
There was an emergency custody hearing to remove the son prior to his 18th birthday and then full custody was granted to the father soon after. It was an abuse situation and the son has had no contact with the biological mother for several years.
His concern is that in the event of her death, will the financial burden fall to him?
