adoption of adult children

What is the name of your state? Pennsylvania.... I have 2 adult children (18 and 19 yrs old) who want to be adopted by my husband (their step dad).. Being that they are both "adults" does their natural father have to be notified in any way? Is there any way he can legally deny them permission to be adopted? I'd appreciate any advice, as I have 3 other children by my ex that will want to be adopted as adults since my ex won't relinquish custody.

No, you and your adult children will NOT need Bio-dad's approval.
