adoption from family member

What is the name of your state? California,,,, I have adopted a son from my niece and her husband from back in American Samoa, my wife did hire a lawyer back home for legal guidance papers for her to travel back here with him, with a plan to go back to complete the adoptions papers after a yr or two.. Well, I want to know if I can complete the adoptions papers here instead of going back due to financial situations..We have no problem having the birth parents signing any papers..what are my steps or any suggestions ????thanks...
