adoption of a family member


My niece is pregnant and in jail in Texas. This is her fourth child and the state will ultimately take this child. Her first is being raised by my sister (his grandmom) the second is with his biological dad. the third was put up for adoption as soon as it was born. Because of drug use my niece is suffering from bipolar disorders and other dimensia problems. The state will take the child because she is unfit. I would like to adopt this child but I live in Michigan. Do I have and rights as a family member. Can I contact the authorities in Texas and make my intensions known? She has a release date of December 9 but she is not due until nearer to Christmas. Last time she was pregnant the state stepped in an kept her until the baby was born. What would you suggest would be the best thing for me to do?
