Adoption of neice,by my son-in-law and daughter

This is the first time for me on this forum. Please bare with me.
My daughter and her husband want to adopt his neice. The mother claims to have no bond with her. She isn't really taken care of very well where she is. What should they do to make things legal? The little girls dad is around but they don't know where exactly. The mother and father are still married, but haven't had any association with each other for several months now. Can someone please give me some advice? Thank you.

Your daughter and her husband would have to sue the child's mother and father for custody/adoption. Unless they are willing to do this, it won't happen.
