Unfortunately, he can't get his bio-mom's name back on his birth certificate without removing his father's name.
An adult adoption can be done to reinstate his bio-mom as his legal mother. However, it would be a single parent adoption, which would remove both of his current legal parents (and they would have no say in the matter).
There may be a way around that, but I have been directly involved in several adult adoptions and this was always a problem. Your nephew can certainly get a consult with an adoption attorney to see if there are any other avenues open to him.
