adult adoptee civil rights?

Adoptive state: Utah

My adult birth son does not function well due to the results of an unfortunate placement. He needs multiple services. While the adoption agency can provide counseling, they would undoubtedly need a court order to provide a package of services.

We need to learn what rights are available and find the appropriate type of attorney to assist us. Thank you for advice.
