Adult Adoption

My state name is New Jersey.

I am in working in USA on legal non-immigration visa. One of my close family friend who are USA citizen, want to adopt me. My age is 30 years. can they adopt me?what is the legal process for this?What is the name of your state (only U.S. law)?
