My husband is a US citizen but now resides in Australia with me. His daughter (45), Ohio, has expressed the horror of her childhood with her step father who had adopted her. She desires that she be able to legally claim her birth father as her parent and use the name he gave her on her OBC. Her mother understands and is also half expecting that my name would also be on the adoption as her mother. Is this a difficult expensive process? would being in another country cause issues?

Please advise
