I have almost no contact w my birthfamily. are there any agelimits on adopting non-us-citicens? my >new family< lives in washington state

There is no restriction on adopting you, under US law, but be aware that it won't allow you a vastly improved opportunity for a visa to live here. Adopted adults are not given any special consideration for immigration purposes.
