Bio Dad is Where?

I reside in Florida. I have a 8 year old son. The Bio father resides in Georgia. He Has not been involved with my son since 1997. He came to Fla. in 2000 for an hour visit. My son has NO clue that he was his bio father. My son believes that was 1 of my friends. My husband of 5 years is his dad. My son believes that in his heart and soul. My ex was ordered to pay $114.00 a month in support back in Oct. Of 1999, and has failed to do so. My husband is a legal permenant resident here in the U.S.A. Can my huband still adopt my son, since he is not a U.S. citizen. He has been the 1 to father my son,
