What is the name of your state (only U.S. law)? California
We have been considering adopting through the foster care system in San Diego. However we have heard rumours that there are ways in which birth parents can use the legal system to reclaim their rights over the child, even after the those rights have been legally severed and the child has already been formally adopted. Is this true? We would like to know what the risks of that occuring are before we proceed with this idea.

If the birth parents have been legally served and received proepr due process and all appeals are exhausted, you are relatively safe to adopt through foster care.
