Question

Can a none US Citizen adopt a child?

What is the name of your state? Illinois

Can a NONE US Citizen who is married to a US Citizen...legally adopt their spouses child? (WITHIN THE US)
Surely this cannot be so if they have not yet received legal status as a US Citizen?????
