I live in Maryland. If one parent consents to the adoption and the other parent objects to the adoption and no adoption takes place, does the parent who consented lose their rights after the 30 days pass?

I was hoping that was the answer. Just to confirm, the parent who consented still has rights, right? In our case it is family and the consenting parent will still have contact but bio-dad has objected. I just wanted to make sure that my family member still has rights if we lose.
