What happens in child support cases of arrears only if obligor dies and child has been adopted by stepparent before the death? Does obligation die too?

If you have a court order showing how much the arrears are and how much is still unpaid, you can try to get the money from his estate. If he didn't have any assets when he died, there's nothing you can do.

If you mean, does the obligation pass to another party (like a spouse of the obliger), the answer is no. IT may be possible to make a claim, as stated, against the estate, which would only contain those assets that didn't pass OUTSIDE probate. If you had bought and maintained a life insurance policy on the obliger during the time you were in the relationship together, you can now make a payment claim on that life policy.
