giving up parental rights

What is the name of your state? Iowa

We are in a situation that I am needing answers for my questions. My husbands ex-wife is wanting him to get an attorney to have her parental rights revoked. My husband said he was not going to do that (he has the custody of the children). She then proceeds to say that if he wont do it, then she will get an attorney herself and get it done. Can she do this voluntarily without an adoption? I am sure that if she were to do this down the road we would go to court and I would adopt them as my own. Any help to answer this would be greatly appreciated. TIA.....

No, she can't terminate her parental obligations without your husband's consent.
