What is the name of your state? CA

Is a home visit necessary when the adoption is a step-parent adoption and have been living together for 4 years?
Are there any steps of the adoption process we can skip?
Is a notirized letter from the bio-dad enough to take to court and have his rights removed or does he have to show up for court?

Yes it is required. The welfare department will come in and do a study .. they will also have you fill out social history for the bio parent AND step-parent as well as have a criminal check. This is NOT something to skip steps because this is one area you want to make sure is done with all the i's dotted and t's crossed.

A noterized letter isn't legal.. he would have to be notified and proof of notification given. If he doesn't contest then he doesn't have to show up. However.. just because he wants to give up rights... and someone is willing to adopt doesn't guarentee it'll happen.

Yes, in this type of adoption, where there is a stepfather, and a willing biofather, then you can skip steps 2, 5, 7 and if your husband changes his own motor oil, then CPS will allow you skip step 10.
