How do I adopt my step son

I would like to know how I can adopt my step son. Here is a little info... My wife and I have been married for 1 year. She has an 11 year old son. His father signed over rights when he was 3. He has had no contact with him or showed any interest in him.
I was wondering if he has to be contacted for the adoption, or doesn’t he have the right to do anything about it??

His father signed over prenatal rights when he was 3.

What does that mean?

In any event, you must hire a lawyer.

Adoption is not a DIY.
