How do I adopt my stepson

Im in michigan and I have a 17yr stepson that has been living with me since he was 1. I recently became a member of my families tribe of native american indians that are also from mich. in 2007 they opened a casino that I now recieve checks from, the only requirement for him to recieve the same checks that I recieve from my tribe is that I adopt him. What I need to find out is am I able to adopt him at his age and if I can how much does it cost and how do I get it done asap. This is very important to me as I already feel he is my son and he can use the money to get a education. His mother and I do not know where his father lives or how to contact him he has never had any contact with him nor has he ever payed child sapport
the fathers name is not on his birth certificate if that matters

It could take several months but the process will be quicker with an attorney.
