international guardianship

Hello,
I have a question in regards to obtaining a temporary guardianship of my nephew who lives in Romania. I have dual citizenship (US & Romanian) and I would like to have him in my care for about 6 months until his parents finalize their divorce. Both parents have agreed that this action would be in the child's best interest but I don't know where to start. Should I contact an immigration lawyer, a family one or because of my dual citizenship I could take care of the legal matters in Romania and obtain a temporary US visa for the child afterwards? Any advice would be greatly appreciated, thank you.

I think you would need to work with Romanian law first.
