What is the name of your state? Arizona

We are exploring adopting my brother's girlfriend's yet unborn child. The birth mother is in Texas, we are in Arizona.

I'm having a hard time finding information specific to our situation - an interstate relative adoption. Any ideas on where to start? We are just in the "information gathering" stage at this point.
