looking for bio parents

What is the name of your state?CA
A friend of mine is looking to find his biological parents. He was born in CA and was wondering if anyone has any info on where he can start looking(both his adoptive parents are deceased)on line and for free?

Did you have a "legal" question?

This is a "legal" site - - it's not a "can you help me find my parents" site. There are plenty of sites for your subject on the Internet.
