name change without adoption?

What is the name of your state? ohio
Currently have legal custody, parents have not seen, called or had any contact with their child. Financially I can not afford to adopt right now, but want to change their name. Can I? They hate to even hear their birth name.

You need to have the parents' permission. It is possible to do it w/o their consent or if you don't know where the bios are. However, you would need an atty to advise if it's possible in your situation and to do it correctly.

Exactly what is your relationship to/with these children? Are you a foster parent? If you are, you know the answer to your question. Even a GAL can't just change the children's name(s).
