New Paternity Issue

What is the name of your state?South Dakota

My friend had her baby 10 years ago, and was unsure of the dad. She listed a name that she was fairly sure of and thought it was right and that it was the only guy with her when she got pregnant. She isn't even 100 % that it is his actual name. At anyrate, child support could never find this man in the 10 yrs since, she has never had a dime of support from him and she has been on assistance from the state on and off. Now a different man has come back in her life after about the same time (10 yrs) and swears that he is the one who fathered the child. He had moved away before he even knew she was pregnant, and now he wants to sign paternity affidavit without even bothering to take the test. If he signs this and claims parental responsibility and changes the child's name etc...will he be then responsible for the back child support services and assistance she received even though he was not previously listed as the dad??

Does the man named on the BC have a court order to pay support?

Yes, he will get hit up by the state for all that back support.

Look, she already named one guy, who may or may not exist, and maybe isn't the father. Now there is another guy who may or may not be the father.

Instead of playing guessing games about her child's parentage, why doesn't she and possible dad have a DNA test done on their own, instead of having him blindly signing the BC, etc.? If MOM doesn't even know for sure who dad is, how can this guy KNOW he's dad?
