What is the name of your state? Ohio

My wife and I have been married for 8 months now. She had 2 children by a previous marriage of wich she has full custody of. The biological father left and has had no contact with the children for the entire time we have been married he is also 15 k in the rear on child support. My question is is it possible to adopt these kids if he is not around and has made no attempt to be around?
