What is the name of your state? TN and/or KY

Okay, here's the deal: I have a 11 year-old stepson, I want to adopt him. My wife had him when she was 19, and she knows who the father is, and approximately where he lives. We have tried contacting him by phone. He knows he has a son by her, never said anything even after seeing the boy, and his name was never put on the birth certificate. However, my wife's grandma (she has a similar name) recieved a phone call early last year from the father, asking if she was the one by which he had a child. The child was born in KY, the father still lives in KY, but we all live in TN, my homestate. I was told at one point that, in KY, if the birthfather doesn't claim paternity within 120 days of the birth, he relinquishes his right to be recognized as the natural father. First, is this last statement true ? Second, what would be the best process by which I can adopt my stepson ? Last, which state would have jurisdiction or would it matter? No lawyer I've talked to will give me a reasonably clear answer.
