PLEASE HELP!! Running out of time

I will try to keep this as nonconfusing as possible. My younger sister just turned 18 yo 5 days ago, she gave birth to 2 premature girls 3 months ago. (the father of whom is 25 yo now, with a case pending against him for statatory rape). Neither my sister or her childs father was responsible enough to take care of the children, they smoked pot around the babies, drove the babies around high, and neglected the children. I with great sadness had to report this to the police last week, looking out for the welfare of the children, but as no surprise, the police where not able to do anything, or didnt want to, im not sure. Last night I rec'd a phone call from there next door neighbor who was hysterical crying, stating my sister signed papers for the babies to be placed in foster care and put up for adoption. My sister has been experiencing post partum depression, has a history of psychiatric issues, placed in a group home for over a year bc of her psych. problems and is quite influenced by the agression and possesivness of the father of the children. The lawyer for the agency told her it would be an open adoption and that he had a good christian family that wanted to adopt the twins, but when she asked as he was leaving when she would be able to see the children, the lawyer simply stated if they find you after they are 18 and sped away in his car. The police have found that at this point the children will be in a foster home for a good few months, and speculate there that the family the lawyer spoke of was nonexistant. I believe that she was manipulated into giving up the children but she will not help us try to get the babies back, so that we can care for the babies, and adopt if need be. Can her history and the situation allow me (her 25 yo sister with a 5 yo of my own, who has grown to love these babies with all our heart) or our mother to have any recourse to attempt to get the children back into our family. I do not mind if my mom tries to get them back or myself, WE just need these babies back in our lives, they are our heart!!! Please remember if it matters they are not adopted as of yet, but I am terrified that my sister will be leaving state very quickly (bc the DA is going to pick up statatory rape case against her boyfriend) and we will not be allowed to do anything to help these children. Last night (with a police officer as a mediator) my sister stated to my mom she would help us go to court and try to reverse the the actions, right before she handed my mom the papers for the private agency info, she steped back, looked frightened and said, " NO, I need to talk to (childs fathers name) FIRST. PLEASEEEEEE Help!!!! I need advise.

If you have any hope of getting the kids, you need a lawyer. But realistically, I'm not sure what you expected to have happen when you called the cops/CPS - this is pretty much an expected outcome.

The ONLY reason the police where contacted in the start was kinda left out to bc of the confusion of the situation all ready. My sister had no phone so would always use this neighbors phone. My sisters next door neighbor, called my mom after the babies where gone to let her know what happened. The last number my sister called was out of state to a hispanic family that spoke NO english. She said she did not know if it was a legitamate adoption and feared the worst that the children in all actuallity where not placed for adoption however she was worried the children could have been in danger... sold (yes, I know this happens only a small percent of the time), or possibly even in a dumpster somewhere, or on the steps of a police dept., fire dept or government office (which in the state of FL is a valid drop off for giving up your children). My sister is highly disturbed and has the mindset of a 12 year old if that. No one was sure, and we needed to have the police at the very least check the paperwork if any and make sure they gave up children correctly. We at that point had no concern bigger than the childrens safety, its very sad to say, but noone who knows my sister and her boyfriend could say if they would have harmed the babies or not and that is why the police where contacted.
