really wonting a child

i am in the state of north carolina. there is a girl i work with who is wonting to give me and my husband custdoy of her 1 year old child. the problem is the dss office removed the child from the mothers home and he now is in a foster home. my husband is on disabilty for depression and was quit the hell raiser in his younger years. he has not been in any trouble for almost 7 years. we are both drug free and own our home i know this means i will have to return to work but this will be no problem. what are our chances of getting this child. will they hold this againt us.
