Is this a relative adoption or a independent adoption?

I'm adopting my 2nd cousin on my mothers side, who was placed by DFACS in my home at 3 weeks old because the mother was mentally ill and no other relative would take the baby. The state has terminated both biological parents rights and then gave permanent custody to my husband and I. We are now going through the adoption process and there is confusion: is this a relative adoption or an independent adoption? And how can we petition the court to consider changing their alleged vision, based on the facts?
