Wow, I'm all over!!

I was reading a paticular young lady's situation. Step-dad wants to adopt her child who has no contact with father, but receives support.

Someone mentioned "stand-by guardianship." What is this? I would like for my husband to have some type of guardianship rights to my son because his father is always in and out of jail and it hasn't changed for 22 years. He won't give up his parental rights, because he knows he can keep his miserable connection to me not because of he loves his son.

So if someone could tell me, it'd be great!
