What is the name of your state? ohio, I am married to the biological father of an 11yr old girl, her mother hasn't seen her in well over a year, it was advised by the childs psychologist that the mother not be with the child alone or even speek to her on the phone without supervison, the mother is a crack addict, she lives with an alcoholic, she has never paid child support. Can I adopt her without her mothers consent.

Maybe but not without her being notified and not without going through a lengthy court process. And the child's psychologist is NOT an appropriate person to determine if mom is unfit.
