Step Parent Adoption - Grandparents Rights

This is a very ugly story (in PA)
1. My brother's son was killed when his child was one month old. 2. When his wife became involved with another man - my brother's regular visits with his grandson were stopped.
3. He went to the courts to seek visitation and was granted a schedule of visitation. 4. Although ordered to do so, the mother is preventing my brother from seeing the child in violation of court orders. She has also stopped going to the hearings and tried to hide by moving. 5. She has since married her boyfriend. He now wants to adopt the child.

Questions - Does my brother have any chance here to see his grandson? Can he do anything to prevent the adoption?
