step parent adoption

i just recently got married in august. I was never married to my daughter's father. My husband would like to adopt my daughter here in CA. My ex boyfriend is the the father and his name is on the birth certificate. He has never paid any child support, what steps do I take? I would also like to change her last name legally when she is adopted. Thank you.
