step parent adoption?

i live in MO-ex husband moved to NC-we were divorced in '97. he has not seen my daughter since 3/98-and has been home 2 times since then and has not seen her. He has not paid me child support in 4 years. I am remarried and want to force the ex to give up his parental rights...how can i do this and do i need his consent? Daughter is 7
