Step-Parent adoption in IL

What is the name of your state? IL

My Husband and I have been married for almost a year now, however; we have a 5 yr old son of our own, and I have two other children from a previous marriage. My ex-husband really has had no contact with the children, and he has decided on his own choice to go ahead and sign his rights away to both children. I need to know what steps we need to take so my husband can adopt them as soon as possible and what kind of fees we are looking at. We don't have spare money to put into this but we also know how essential it is for the children to legally be his. They all love each other very much and my ex-husband is wanting to get this done by the end of September if possible. Any help would be great.
