Stepparent Adoption

[SIZE=3]d[/SIZE] My name is Terri and I live in NY. I was married twice before. Have two children from last marriage. This man has nothing to do with them. He does not pay child support or have visitations due to the fact that he is a drug and alcohol user. He is also very mentally abusive. He has had no contact with the children in over a year. My question is: do my husband and I need his consent for my husband now to adopt my children? If so what do we have to do to make this possible.
