Temp custody and adoption Ohio


What is the name of your state? I live in Arkansas. The child lives in Ohio.

Hello,
I have a question regarding law in Ohio if someone could help me please? I would like to know if a county has temporary custody of a minor child (9 months old), do the parents still have any rights as to who can adopt the child? Both parents are willing and wanting to sign adoption papers so I can adopt their daughter (my niece) and preserve the family unit, but are unsure if they have any rights at this time to do so due to the temporary custody order.

There is currently no date set for hearing on the county/state taking permanent custody, altho the foster parents have petitioned to become party to the case since learning of the parents intent to allow me to adopt.

I am currently involved in a home study with Interstate and all is going well, and it seems there will be no issues as to suitable placement with me. We are just unsure of laws and if they at this point have any rights regarding their daughter any longer.

Any help anyone can offer would be much appreciated.
