What is the name of your state (only U.S. law)? Virginia
I have a friend who has a 2 yr old daughter. She is not doing well financially and is not sure that she will be anytime soon. She wants to let her best friend and her husband do an open adoption. What steps would she need to take to start that process?

I think your friend should post here herself..she needs to be fully educated in the adoption process as well as what it means for her and her child and the huge impact (on the child).
