Trying to adopt niece but social worker won't talk to me

What is the name of your state? Kansas

My niece was taken away from my brother. She is going to end up going up for adoption. I want to take her to keep her in family. The mother has been proven unfit with her other 3 children. So I know she won't be a problem. My brother wants me to adopt her. I think he went back to jail so the social worker won't talk to me till he signs a realease. I don't know where he is. I live in Texas and she is in Kansas. I do'nt make much money only 8.50 an hour but i can give her a loving home. I don't know what to do. I've never done this before I am so lost I just want her to be safe with me. I want her out of those foster homes. She deserves to be loved someone please help

How was your brother able to tell you that he wants you to adopt her when you don't know where he is?

He told me about a month ago when i did know where he was. Now I have not been able to find him. He also told me at the same time they had found a warrant from many years ago.

I would start by calling the Dept. of Corrections in the last state in which you knew he resided. Warrants, convictions, etc. are public record.
I'd also google his name. You'd be surprised how much you can find out when googling.
Can the BM not give permission for them to talk to you?
Your last hope would be a PI, and that can be quite spendy.
GL.
