I need some advise on how to go about adopting my brother's child once he/she is born. He and his girlfriend currently live in Mexico along the border. The girlfriend and my brother would like to give the baby up for adoption and would rather it be adopted out to a family member. Both are willing to give up the baby. The baby is due in June 2006.
Where should I start the process? Should they initiate the process in Mexico?
