Want info on adopting granddaughter

What is the name of your state? de

I have a thread in the custody forum already but, I have custody of my granddaughter signed over by the mother and father. She has been in my care for over three years. Her mother (my daughter) filed a false PFA saying I abused her. Went to court, judge dismissed it. Yet my daughter still has her.

Can I adopt her without my daughters consent? She was very underdeveloped when i got her.
