wants my name

What is the name of your state (only U.S. law)? connecticut, My 11 year old stepson wants my last name. He also wants me to adopt him. We want to change his last name immediately (befor he starts a new school) Can we do this without the fathers consent if his mother has sole custody? His birth father lives just 30 minutes away and has ZERO to do with him. His Mother has no orders for child support. My stepson has called me Dad for the last 2 years and wants nothing to do with the father that wants nothing to do with him. Any suggestions?

The answer is still No, no matter where on this forum you post it.
