What do I do?

Hello, I live in Colorado, I currently live with my girlfriend and have a child with her**************..I want to adopt my nephew. Since his parents are ok with me adopting him, and he wants me to adopt him, is this possible? What are the procedures to fallow to be able to adopt him? How much will it cost?
