What state do I file Guardianship petition?

What is the name of your state? California

We are in the process of trying to obtain legal guardianship of my nephew. His mother lives in AZ while my wife and I live in CA. The child has been living with us (with her consent) for the past 6 months. We are running into some issue at school that require us to be legal guardians. What state do we file the guardianship petition, AZ or CA?

California residency requires 6 mths in the state. So you should be able to file in Ca, so long as there are no exsisting orders in Az.
